The Ministry of Parliamentary Affairs convened a meeting of its officers and officials on 2 March 2026 to deliberate on the Seva Sankalp Resolution adopted by the Union Cabinet at its first meeting held at Seva Teerth. The meeting was chaired by the Secretary of the Ministry and focused on aligning departmental functioning with the principles enshrined in the Resolution.
At the outset, the Seva Sankalp Resolution was formally read out to all participants. This was followed by detailed discussions on its core tenets and their practical implementation within the mandate of the Ministry of Parliamentary Affairs, particularly in the discharge of parliamentary and administrative responsibilities.
Addressing the gathering, the Secretary called for a fundamental shift in administrative mindset from a sense of entitlement to a sense of service. He stressed that public administration must remain firmly anchored in citizen centric governance, with every decision and action guided by dedication, integrity and responsiveness. Emphasising the moral dimension of public service, he urged officers to perform their duties with shraddha bhaav, reflecting sincerity and devotion to institutional responsibilities.
The deliberations also included a review of achievements made over the past 12 years in various sectors towards the broader objective of Viksit Bharat. Participants discussed structural reforms and systemic changes being undertaken across government departments to improve efficiency, transparency and accountability.
Special emphasis was placed on ensuring time bound disposal of work, strengthening inter departmental coordination and upholding the highest standards of transparency in parliamentary processes. The Secretary encouraged officers to work in a manner that not only meets immediate objectives but also creates a lasting institutional legacy.
Officers present at the meeting reaffirmed their commitment to internalising the ethos of Seva and advancing citizen focused governance in line with the Seva Sankalp Resolution and the national vision of Viksit Bharat.
