India Moves To Expand Global Skill Mobility For Workforce

The Ministry of Skill Development and Entrepreneurship has signed a memorandum of understanding with the GATI Foundation to strengthen institutional mechanisms for overseas employment and global mobility of skilled Indian workers.

The agreement seeks to establish a strategic framework for collaboration between the Ministry of Skill Development and Entrepreneurship and the GATI Foundation, a project under the SFI Impact Foundation, to position India as a global hub of skilled talent and expand international employment opportunities for Indian youth.

Framework For Overseas Employment Opportunities

The partnership will focus on building a structured ecosystem that enables skilled Indian workers to access global labour markets in a systematic and sustainable manner.

Under the agreement, both organisations will collaborate to develop a comprehensive and data driven roadmap for overseas skilling and global mobility.

The collaboration will identify high demand job roles in international labour markets, priority destination countries and sector specific opportunities for Indian professionals and workers.

Officials said the initiative is intended to improve coordination between skill development programmes and international employment requirements.

Building Workforce Prepared For Global Markets

Debashree Mukherjee, Secretary Ministry of Skill Development and Entrepreneurship, said India’s demographic dividend can become a source of global economic strength when the workforce is equipped with skills that meet international standards.

Debashree Mukherjee said the partnership with the GATI Foundation is an important step toward creating a structured ecosystem for global skill mobility.

She added that strengthening institutional capacity, identifying emerging opportunities in international labour markets and preparing youth with the required skills language capabilities and cultural understanding will enable Indian workers to participate more confidently in the global workforce.

National Coordination For Skill Mobility

Arnab Bhattacharya, Chief Executive Officer GATI Foundation, said the agreement represents a significant step in creating a coordinated national approach to global skills mobility.

Arnab Bhattacharya said closer collaboration with the Ministry of Skill Development and Entrepreneurship will help strengthen coordination between the central government and state governments and align skilling initiatives across the national workforce ecosystem.

He added that such coordinated efforts will help accelerate India’s goal of becoming the global skills capital of the world by 2047.

Project Management Unit At Kaushal Bhawan

As part of the agreement, the GATI Foundation will establish a Project Management Unit at Kaushal Bhawan in New Delhi.

The unit will provide technical and strategic support to the Ministry of Skill Development and Entrepreneurship in designing and implementing initiatives related to international skill mobility.

The Project Management Unit will support the ministry in research, monitoring frameworks, development of international partnerships and strengthening institutional systems needed to prepare a mobility ready workforce.

Strengthening Training And Global Placements

The collaboration will also contribute to the development and operationalisation of Skill India International Centres.

These centres are expected to serve as key platforms for preparing Indian youth for overseas employment opportunities.

The initiative will also strengthen partnerships with training institutions including Industrial Training Institutes and polytechnics and promote engagement with international employers to improve placement opportunities for skilled Indian workers abroad.

Inter Ministerial Coordination

The Ministry of Skill Development and Entrepreneurship will facilitate coordination with other government ministries and institutions to support overseas employment initiatives.

These include the Ministry of External Affairs and the Ministry of Labour and Employment as well as international organisations involved in labour mobility and workforce development.

The ministry will also support training programmes focused on foreign languages cultural orientation and documentation procedures required for international employment.

Supporting Vision Of Viksit Bharat 2047

Officials said the memorandum of understanding will remain valid for an initial period of three years and will operate on a collaborative basis without financial transactions between the two organisations.

Each organisation will bear its own operational expenses while jointly working to build the ecosystem for global workforce mobility.

The initiative aligns with the national vision of Viksit Bharat 2047 where skilled human capital is expected to play a central role in economic growth innovation and international cooperation.

Through programmes such as global skill mobility partnerships and expansion of Skill India International Centres the Ministry of Skill Development and Entrepreneurship aims to strengthen pathways for Indian youth to access quality employment opportunities both in domestic and international markets.
