BCCL Engages Consumers To Improve Coal Dispatch And Supply Efficiency

Bharat Coking Coal Limited organized an interaction with NRS Linkage and CIL SWMA e Auction consumers to promote better coal dispatch and ensure effective clearance of available coal stocks. The meeting brought together coal traders, representatives of various industries and consumers associated with the company, who actively shared suggestions and operational feedback during the discussion.

The meeting was chaired by BCCL Chairman cum Managing Director Manoj Kumar Agarwal. Senior officers of Bharat Coking Coal Limited were also present and participated in discussions with industry representatives and consumers regarding operational improvements, coal supply and logistics coordination.

Addressing the participants, Manoj Kumar Agarwal said the company remains fully committed to safeguarding the interests of its consumers and stakeholders. He said ensuring the supply of quality coal with transparency and timely dispatch remains a key priority for the company. He added that Bharat Coking Coal Limited is continuously working to improve systems and facilities in line with consumer requirements.

Manoj Kumar Agarwal said interactive platforms such as this meeting play an important role in strengthening coordination, trust and communication between the company and its consumers. He thanked participants for their involvement and noted that consumer feedback helps the company refine its operational strategies and supply mechanisms.

During the meeting, officials shared detailed information about the provisions, facilities and promotional initiatives being implemented by Bharat Coking Coal Limited for consumers. Apart from supplying coal to the power sector, the company is expanding its consumer base and increasing dispatch to NRS Linkage and auction consumers across multiple industries.

As part of these efforts, the company is offering substantial quantities of coal through the NRS Linkage Auction system. In the recently conducted Tranche IX of the NRS Linkage Auction, approximately 20 million tonnes of coal were offered for various industrial sectors. Officials said this initiative aims to encourage wider participation and improve coal availability for non regulated sector consumers.

Discussions during the meeting also focused on encouraging participation from the steel sector and improving supply arrangements for industries dependent on coking coal and related resources.

To strengthen competitiveness and incentivize higher coal lifting, Bharat Coking Coal Limited has introduced an attractive cash discount scheme for coal lifted through the e Auction mechanism. Under the scheme, consumers can avail discounts ranging from ₹100 to ₹600 per tonne depending on the quantity of coal lifted.

According to the scheme structure, a discount of ₹100 per tonne is available for lifting between 500 and 4,000 tonnes through road mode or one rake through rail mode. A discount of ₹200 per tonne is offered for lifting between 4,001 and 12,000 tonnes or two to three rakes. A discount of ₹300 per tonne applies to lifting between 12,001 and 20,000 tonnes or four to five rakes.

For larger volumes, a discount of ₹400 per tonne is offered for lifting between 20,001 and 40,000 tonnes or six to ten rakes. Consumers lifting between 40,001 and 80,000 tonnes or eleven to twenty rakes receive a discount of ₹500 per tonne. The highest discount of ₹600 per tonne is offered for lifting more than 80,000 tonnes or more than twenty rakes.

Officials explained that the applicable discount will be determined based on the billed quantity or the number of rakes lifted. The adjustment will be made during the final settlement after completion of coal lifting.

The meeting also addressed measures to streamline the coal lifting process and ensure timely dispatch. Officials informed participants that all operational areas are ensuring timely issuance of quotas and allotments to prevent delays in coal lifting.

To expedite the approval process for mining challan permits, Bharat Coking Coal Limited has established coordination with the District Administration of Dhanbad and the District Mining Officer. Through this arrangement, approvals for challan permits are now being processed within two to three days.

A wallet based system has also been introduced to facilitate faster processing of permits and approvals, enabling smoother operations for consumers and transporters involved in coal movement.

Coal quality issues were also discussed extensively during the meeting. Officials informed consumers that all operational areas have been sensitized to maintain strict quality control standards.

Area General Managers have been tasked with regularly inspecting mine faces and monitoring coal movement up to railway sidings to ensure that coal quality is maintained throughout the dispatch chain.

Officials also said Area General Managers are addressing operational issues faced by consumers during coal lifting. These include challenges arising from local law and order situations, logistical constraints and other operational bottlenecks that may affect coal dispatch.

The interaction concluded with assurances from Bharat Coking Coal Limited leadership that the company will continue strengthening operational transparency, improving supply efficiency and maintaining close coordination with consumers across sectors.
