Electric Bicycles Emerge As New Engine For Rural Livelihoods

Electric bicycles are emerging as an important tool for improving rural mobility, expanding livelihood opportunities and promoting sustainable transport solutions, as highlighted during a National Workshop on Promoting Micromobility through Electric Bicycles organised by the Union Ministry of Rural Development in collaboration with Convergence Energy Services Limited.

The workshop, held under the theme Electric Bicycles Powering Rural Livelihoods, brought together policymakers, state government officials, industry representatives, development partners, technology providers, research institutions and members of women Self Help Groups to explore the potential of electric micromobility solutions in strengthening rural economic activity and enhancing access to markets and services.

Kamlesh Paswan, Union Minister of State for Rural Development, attended the event and emphasised the importance of affordable, safe and reliable mobility in transforming rural livelihoods. He highlighted that mobility plays a critical role in enabling rural entrepreneurs, farmers and workers to access markets, services and employment opportunities.

Kamlesh Paswan said that initiatives promoting electric micromobility solutions can significantly benefit women associated with Self Help Groups and programmes such as the Lakhpati Didi initiative under the National Rural Livelihoods Mission. According to him, improved access to mobility can help women entrepreneurs expand their businesses, reduce physical effort and improve economic independence.

He stressed the importance of institutional convergence among central ministries, state governments, industry stakeholders and development partners to accelerate the adoption of electric micromobility solutions in rural areas. Such collaboration, he said, is essential for creating an ecosystem that supports manufacturing, infrastructure development and service networks for electric bicycles.

During the workshop, the STREE Impact Assessment Report was also released. The report documents evidence, outcomes and implementation learnings from pilot projects conducted in multiple states and provides insights into the role electric bicycles can play in improving rural mobility and livelihoods.

Self Help Group women from the pilot states were felicitated as Energy Champions in recognition of their leadership in adopting and promoting electric micromobility solutions within their communities. Their participation highlighted the growing role of women in driving sustainable transport innovations at the grassroots level.

Addressing the gathering, Shailesh Kumar Singh, Secretary, Department of Rural Development, highlighted that the initiative on sustainable transport for rural entrepreneurs using electric bicycles is both timely and impactful.

Shailesh Kumar Singh noted that the programme has the potential to significantly improve mobility for rural entrepreneurs while supporting environmentally sustainable transportation. He emphasised that enhanced mobility can enable rural workers, farmers and entrepreneurs to reach markets faster, reduce transport costs and increase productivity.

The workshop also featured a live demonstration titled Know Your Electric Bicycle, where cargo electric bicycles were showcased along with examples of their use in livelihood activities. The demonstration illustrated how electric cargo bicycles can be used for transporting agricultural produce, delivering goods, providing mobile services and supporting small rural enterprises.

Kamlesh Paswan interacted with Self Help Group women beneficiaries from the pilot states during the demonstration to understand their experiences with the electric bicycles. The interaction focused on product functionality, practical usability in rural conditions and the ways in which the vehicles have supported livelihood activities.

The workshop built upon the experiences of the STREE pilot programme, which stands for Sustainable Transport for Rural Entrepreneurs through Electric Bicycles. The pilot was implemented by Convergence Energy Services Limited in partnership with the Ministry of Rural Development across Bihar, Kerala, Andhra Pradesh and Madhya Pradesh.

The pilot programme demonstrated that access to affordable and reliable electric cargo bicycles can reduce physical drudgery, particularly for women engaged in livelihood activities. It also showed that improved mobility can enable rural entrepreneurs to reach markets more efficiently, expand service delivery and access essential services such as health care and education.

Participants discussed how electric bicycles can contribute to climate friendly transportation while supporting rural development. Compared to conventional vehicles, electric bicycles are energy efficient, cost effective and environmentally sustainable, making them suitable for rural and semi urban areas.

The workshop featured three thematic panel discussions that examined different aspects of the emerging electric bicycle ecosystem in India.

The first panel focused on opportunities for scaling India’s electric bicycle ecosystem, including manufacturing capabilities, supply chain development, demand creation and the establishment of rural service and maintenance networks.

The second panel explored the need for policy convergence across ministries and government departments to ensure affordable and reliable electric micromobility solutions. Discussions also highlighted the importance of financing mechanisms, incentives and regulatory support to accelerate adoption.

The third panel examined the role of electric bicycles in strengthening rural livelihoods, enabling climate action and supporting sustainable rural transitions. Representatives from states shared early implementation experiences and discussed strategies for scaling the programme across regions.

Participants noted that electric bicycles have the potential to play an important role in improving last mile connectivity in rural areas where conventional transport options may be limited or expensive.

The discussions also highlighted how such initiatives can complement broader government programmes aimed at promoting rural entrepreneurship, women’s empowerment and sustainable development.

Officials emphasised that integrating electric micromobility solutions with rural livelihood programmes can help create new economic opportunities while contributing to environmental sustainability.

The National Workshop reaffirmed the Government of India’s commitment to promoting inclusive economic growth, strengthening rural livelihoods and encouraging environmentally sustainable mobility solutions.

The deliberations highlighted that electric bicycles can serve as a scalable, people centric mobility solution capable of transforming transportation, livelihoods and access to services across rural and semi urban India.
