SAMPANN Streamlines Pension Services for Telecom Retirees Through End to End Digital Integration

The Department of Telecommunications has strengthened pension administration for its retirees through SAMPANN, an integrated digital platform designed to simplify, secure and accelerate the entire pension lifecycle for DoT pensioners. SAMPANN, which stands for System for Accounting and Management of Pension, provides a single online interface for processing, sanctioning and disbursing pensions directly into the bank accounts of eligible beneficiaries, marking a major step forward in transparent and citizen centric governance.

The platform brings together all critical pension related functions on one system, eliminating fragmented processes and reducing dependence on physical paperwork. Pensioners can manage their digital profiles, view complete transaction histories and access online grievance redressal services, ensuring timely resolution of issues and greater accountability in pension administration. By enabling real time tracking and automated workflows, SAMPANN enhances efficiency while significantly reducing processing delays.

Further advancing the government’s vision of paperless governance, SAMPANN has been integrated with DigiLocker to provide pensioners secure digital access to key pension documents. Important records including Gratuity Payment Orders, Pension Certificates and electronic Pension Payment Orders, Pension Commutation Payment Orders and Form 16 are now available through DigiLocker. This integration allows pensioners to safely store, retrieve and authenticate their official documents anytime and from anywhere, ensuring long term digital preservation and eliminating the risk of loss or damage to physical records.

The availability of verified pension documents on DigiLocker also enhances ease of compliance for pensioners while interacting with banks, financial institutions and other authorities. The system ensures data security and authenticity, reinforcing trust in digital service delivery and reducing the need for repeated document submission.

SAMPANN reflects the government’s broader commitment to leveraging technology to deliver seamless public services, particularly for senior citizens and retirees. By combining end to end digital processing, direct benefit transfer, grievance management and secure document access, the platform is transforming the pension experience for telecom retirees and setting new benchmarks in digital pension governance.
