Budget Pushes AI Education And Creative Skills To Build Future Ready India

The Union Budget 2026–27 places emerging technologies and artificial intelligence at the centre of India’s development strategy, aiming to enhance productivity, create new employment opportunities and build capacities across agriculture, education, design and creative industries. Presenting the Budget in Parliament, Union Finance and Corporate Affairs Minister Smt. Nirmala Sitharaman outlined a series of forward-looking initiatives aligned with the second Kartavya of fulfilling citizens’ aspirations and strengthening their role in India’s journey towards prosperity.

The Budget recognises that technology-led growth must be inclusive, benefiting farmers, women in STEM, youth seeking future-ready skills and Divyangjan aspiring for wider access to opportunities. In this context, it highlights continued support for frontier technologies through flagship initiatives such as the AI Mission, National Quantum Mission, Anusandhan National Research Fund, and the Research Development and Innovation Fund.

A major announcement in the agriculture sector is the proposal of ‘Bharat-VISTAAR’ — the Virtually Integrated System to Access Agricultural Resources. This multilingual AI-enabled tool will integrate AgriStack portals and the Indian Council of Agricultural Research package of agricultural practices with advanced AI systems. The initiative aims to enhance farm productivity, improve farmer decision-making and reduce risks by providing customised, data-driven advisory support tailored to local conditions and individual farmer needs.

The Budget also underlines the growing importance of the Orange Economy, particularly the Animation, Visual Effects, Gaming and Comics sector, which is projected to require nearly two million professionals by 2030. To strengthen this ecosystem, the Budget proposes support to the Indian Institute of Creative Technologies, Mumbai, for establishing AVGC Content Creator Labs in 15,000 secondary schools and 500 colleges across the country. These labs are expected to nurture creative talent at an early stage and open new career pathways for youth in digital and creative industries.

To further boost design education and innovation, the Budget announces the setting up of a new National Institute of Design in eastern India. This initiative acknowledges the rapid expansion of India’s design industry and aims to strengthen regional capacity, foster innovation and support industry-aligned design education in the eastern region.

Recognising the transformative impact of artificial intelligence and emerging technologies on employment and skills, the Budget also proposes the creation of a High-Powered Education to Employment and Enterprise Standing Committee. The committee will assess the implications of technological change on jobs and skill requirements and recommend measures to ensure alignment between education systems, industry needs and future employment opportunities.

Collectively, these initiatives reflect a comprehensive and future-oriented approach to leveraging AI and emerging technologies for inclusive growth. By integrating digital tools into agriculture, expanding creative and design education, and proactively addressing skill transitions, the Union Budget 2026–27 lays a strong foundation for a resilient, innovation-driven and opportunity-rich India.
