India Brazil Sign Postal MoU to Boost Digital Transformation and Inclusive Services

India and Brazil signed a Memorandum of Understanding to strengthen cooperation in the postal sector, marking a significant step in expanding bilateral collaboration in postal services, digital transformation and inclusive service delivery.

The agreement was signed by Jyotiraditya M. Scindia, Minister of Communications, Government of India, and Frederico de Siqueira Filho, Minister of Communications of Brazil, during the State Visit of President Luiz Inácio Lula da Silva to India.

The MoU establishes a comprehensive framework for cooperation between the Department of Posts, India, and the Ministry of Communications, Brazil. It aims to enhance strategic partnership and facilitate structured knowledge exchange across policy, operations and technological domains within the postal ecosystem.

Under the agreement, both sides will collaborate in the exchange of best practices and expertise in postal sector policies and operations. The MoU provides for strengthening Universal Service obligations and addressing systems, cooperation in digital transformation initiatives, e commerce logistics and postal financial services. It also covers capacity building, training and technical exchanges, along with joint initiatives and strategic projects of mutual interest.

The two countries have agreed to enhance coordination in multilateral forums, including the Universal Postal Union, and promote South South cooperation to support inclusive and sustainable growth. Implementation will take place through exchange visits of officials and experts, organisation of joint workshops and training programmes, and structured information sharing mechanisms.

Officials stated that the partnership reflects the shared commitment of India and Brazil to modernise their postal systems and leverage their extensive networks as engines of economic growth, financial inclusion and last mile service delivery. India will share its experience in large scale postal transformation, including digital services integration, e commerce logistics expansion and citizen centric public service delivery models.

The agreement is also expected to support efforts to strengthen the financial sustainability and operational efficiency of postal operators in a rapidly evolving global communications and logistics landscape.

The MoU will remain in force for an initial period of five years, with provision for automatic renewal, and will be implemented in accordance with the laws and regulations of both countries.

The signing of the agreement further reinforces the growing strategic partnership between India and Brazil and underscores their cooperation as leading partners from the Global South in advancing modern, resilient and inclusive public service systems.
