Policy Certainty And Low Renewable Energy Costs Power Indias Hydrogen Momentum

India’s green hydrogen ambitions are moving decisively from vision to execution, supported by policy certainty, competitive renewable energy prices and rapid technology adoption, Abhay Bakre, Mission Director, National Green Hydrogen Mission, said on the third day of India Energy Week 2026 in Goa.

Speaking at the Leadership Spotlight Session titled Scaling Green Ammonia Value Chain Synergies and the Hydrogen Ecosystem on the Resilience Stage, Bakre said India’s target of producing 5 million tonnes of green hydrogen by 2030 has gained strong momentum following successful price discovery, enabling several projects to move closer to final investment decisions.

He said the years 2025, 2026 and 2027 will be critical for the hydrogen ecosystem to function as a launchpad for large-scale deployment. Bakre noted that prices of green hydrogen and green ammonia are steadily approaching parity with conventional fuels, a key milestone for domestic adoption as well as export competitiveness.

From a technology and industry perspective, Gary Godwin, Vice President, Sustainable Technology Solutions and Global Lead for Critical Minerals at KBR, said green ammonia technologies have reached commercial maturity and are capable of operating at global scale. He added that the next phase will require strong supply chains and long-term offtake arrangements to unlock deployment across power generation, shipping and heavy industry.

Focusing on market readiness, R K Malhotra, President of the Hydrogen Association of India, said India’s low-cost renewable energy and emerging electrolyser manufacturing base are creating a solid foundation for rapid scale-up of green hydrogen and green ammonia. He said domestic manufacturing and demand aggregation will be essential to sustain investor confidence.

Providing an international policy perspective, Han Feenstra, Senior Policy Advisor at the Ministry of Economic Affairs and Climate Policy Netherlands, said European hydrogen markets are increasingly shifting towards demand mandates and structured import frameworks. He said this transition is opening long-term opportunities for reliable partners such as India, whose cost competitiveness, renewable potential and policy clarity position it as a natural contributor to Europe’s decarbonisation objectives.
