The government has launched an ambitious push to accelerate industrial infrastructure development with the National Industrial Corridor Development Corporation set to anchor the implementation of the BHAVYA scheme for establishing 100 plug and play industrial parks across the country, aimed at strengthening India’s manufacturing ecosystem and attracting large scale investments.
The National Industrial Corridor Development Corporation, functioning under the Department for Promotion of Industry and Internal Trade in the Ministry of Commerce and Industry, will lead the execution of the scheme under the National Industrial Corridor Development Programme.
The BHAVYA scheme is designed to create investment ready industrial ecosystems by offering pre approved land, fully developed infrastructure and integrated services. The objective is to significantly reduce project gestation periods and enable industries to commence operations without delays typically associated with land acquisition and infrastructure creation.
A key feature of the scheme is the provision of streamlined regulatory frameworks, including single window clearance systems, to facilitate faster approvals and enhance ease of doing business. The parks will be developed with a focus on operational efficiency, reliability and investor convenience.
Aligned with the PM GatiShakti National Master Plan, the industrial parks will emphasise multimodal connectivity through integration with road, rail and logistics networks, along with efficient last mile connectivity. Infrastructure planning will include underground utilities and modern industrial services to ensure uninterrupted and efficient operations.
The initiative builds upon the National Industrial Corridor Development Corporation’s experience in developing large scale industrial corridors and smart cities. The organisation is currently implementing 20 projects across 13 states, focusing on greenfield industrial smart cities that are designed to enhance manufacturing competitiveness, generate employment and support balanced regional development.
In addition, the corporation is acting as the Project Management Agency for seven PM MITRA Parks under the Ministry of Textiles, contributing to the development of integrated textile manufacturing ecosystems.
Industrial nodes developed under the programme, including Dholera, Shendra Bidkin, Vikram Udyogpuri and Greater Noida, have demonstrated substantial progress in integrated planning and infrastructure readiness. These nodes have emerged as investor friendly destinations, attracting both micro small and medium enterprises and large manufacturing units, with several locations reporting strong demand for industrial land.
The industrial smart cities being developed incorporate a comprehensive planning approach that integrates industrial and urban infrastructure. Key features include plug and play readiness, digital systems for monitoring and service delivery, sustainable infrastructure such as green energy solutions and water reuse systems, and robust logistics connectivity.
The BHAVYA scheme aims to scale up these successful models across the country by creating a network of modern industrial parks that can support India’s next phase of manufacturing led growth. The focus on ready to use infrastructure and simplified regulatory processes is expected to improve investor confidence and accelerate industrial expansion.
By strengthening industrial infrastructure and promoting regionally balanced development, the initiative is positioned to play a crucial role in enhancing India’s global manufacturing competitiveness and driving long term economic growth.
