Rural Development Ministry And Posts Department Join Hands For Rural Economic Transformation

The Ministry of Rural Development and the Department of Posts signed a memorandum of understanding on 7 January 2026 to institutionalise convergence for expanding financial services, logistics and market access in rural areas, marking a significant step towards inclusive and sustainable rural growth.

The agreement gives concrete shape to the Union Budget 2025 vision of repositioning India Post as a key driver of rural economic transformation by leveraging its nationwide reach and financial infrastructure.

The MoU was signed in New Delhi in the presence of Union Minister for Rural Development and Agriculture and Farmers Welfare Shivraj Singh Chouhan and Union Minister for Communications and Development of the North Eastern Region Jyotiraditya Scindia. Union Ministers of State for Rural Development and Communications, Agriculture and Farmers Welfare, and senior officials of both departments were also present.

Speaking on the occasion, Shivraj Singh Chouhan said the government is working through a whole of government approach with close inter ministerial coordination to achieve shared national objectives. He said development under this framework goes beyond physical infrastructure to include livelihood creation, dignity and self reliance at the grassroots. He added that coordinated efforts across ministries and empowered rural communities are steadily moving the country towards the vision of a developed and self reliant India.

Jyotiraditya Scindia said India Post Payments Bank is playing a critical role in strengthening last mile delivery of services. He said institutions and functionaries involved would receive comprehensive training and be equipped with electronic tablets, point of sale machines and certification, enabling delivery of a wide range of services directly to households. These services include post office savings schemes, Sukanya Samriddhi Yojana, cash transfer services and other financial products.

The partnership brings together the extensive grassroots network of the Deendayal Antyodaya Yojana National Rural Livelihoods Mission and the nationwide reach of India Post, which includes more than 1.5 lakh rural post offices, India Post Payments Bank and a large network of Dak Sevaks. The convergence will enable integrated financial and logistics services for self help groups, women entrepreneurs, rural enterprises and micro small and medium enterprises.

Under the agreement, the National Rural Livelihoods Mission will promote adoption of savings, deposits, insurance and pension products of India Post among self help group households. It will also identify and nurture self help group women as business correspondents, supporting their training, certification and deployment. India Post, through India Post Payments Bank, will provide end to end support including onboarding, handholding, technology enabled monitoring and customised insurance solutions to deepen last mile financial access.

The collaboration will also open new market opportunities for women led self help group enterprises by integrating them with India Post’s logistics ecosystem. The mission will identify enterprises with logistics potential and support capacity building in packaging, documentation and export readiness, while India Post will extend logistics, packaging and export facilitation services, including through Dak Niryat Kendras, and explore promotional avenues through its postal network.

The MoU is expected to significantly enhance financial inclusion, improve market access and create sustainable livelihood opportunities for rural women and entrepreneurs, contributing to inclusive growth and the vision of Viksit Bharat.
